On October 18, 2021, the Ministry of Culture, Sports and Tourism issued guidance No. 3862/BVHTTDL providing temporary guidance on safe, flexible adaptation and effective control of the COVID-19 epidemic in cultural, sports and tourism activities. For tourism activities, the specific contents are as follows:

In localities with level 1 and 2 Covid-19 epidemics, tourism activities will be held at 100% capacity
The guidelines specify the requirements for testing for each epidemic level, each subject, and stipulate the operating capacity ratio for tourism business establishments in each locality according to each level. Where there are level 1 and 2 epidemics, tourism activities will be held at 100% capacity. Areas with level 3 epidemics, only organizing sightseeing activities in areas, tourist attractions, indoor gathering events and group travel programs under 25 people.
Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 50% of their capacity at the same time. The means of transport for guests cannot use more than 50% of the seats. Services with a high risk of infection such as discos, karaoke, massage, bars, internet, video games, hairdressing, beauty and other services shall comply with regulations of the People's Committees of the provinces and cities directly under the authority of the province/city.
Areas with level 4 epidemics must stop sightseeing activities at tourist sites and attractions; stop organizing gatherings of more than 20 people indoors; stop the tour programs in the area, go and come to this area.
Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 30% of their capacity at the same time. The means of transport for guests cannot use more than 50% of the seats. Other services with high risk of infection shall comply with regulations of the People's Committees of provinces and cities.

In localities with level 3 epidemics, accommodation and food service establishments may operate with no more than 50% of their capacity at the same time
Tourist accommodation establishment that receives quarantined guests at the request of competent authorities must fully comply with the epidemic prevention and control requirements of local health authorities. Tourist accommodation establishment that are serving guests with a capacity of over 30% will not welcome new guests.

Services with a high risk of infection such as discos, karaoke, massage, bars, internet, etc. comply with regulations of the People's Committees of provinces and cities
For tourism businesses, it is required to register and self-assess COVID-19 safety daily at http://safe.tourism.com.vn to connect to the national COVID safety system.
